I wonder how well it will work in a down economy where the $1K will probably not cover you until you find your next job. Unless these are really low paying jobs, the money is probably not that great of an incentive to anyone you would want to keep as an employee.
The only problem I see with doing something like this is that word will get out that all you have to do is go through 4 weeks of training and bank an extra 1k for doing it.
Other than that, sorta a neat idea.
